120 hours · rolling 3-year window · 20 hr/year minimum · 4 ethics hours · complete Dec 31, report Jan 31, renew Jun 30
West Virginia CPAs must navigate three separate annual deadlines — an unusual structure compared to most states that combine CPE completion and reporting in one step.
Courses completed on January 1 or later count toward the next year's CPE — not the year just ended. Report all prior-year CPE by January 31 to avoid the $150 late filing surcharge.
| Requirement | West Virginia Rule |
|---|---|
| CPE completion deadline | December 31 annually |
| CPE reporting deadline | January 31 annually (to WV Board of Accountancy) |

| Annual minimum | 20 hours per calendar year (mandatory — cannot defer) |
| Ethics hours | 4 hours per rolling 3-year period |
| WV-specific ethics course | Not required — any qualifying ethics content accepted |
| A&A requirement | None specified |
| Self-study cap | None — 100% self-study permitted |
| Carryover | None — rolling window only |
| New licensee — year of licensure | Exempt (file exempt form by Jan 31) |
| New licensee — first full year | 40 hours minimum |
| New licensee — second full year | 20 hours minimum |
| New licensee — third year onward | Full 120-hour rolling requirement |

West Virginia does not use fixed biennial periods. Instead, at each January 31 reporting deadline, the Board counts CPE completed in the current calendar year plus the two prior calendar years.
| Year | CPE Hours Completed | Counts Toward Jan 31, 2027 Report? | Counts Toward Jan 31, 2028 Report? |
|---|---|---|---|
| 2024 | 50 hrs (example) | Yes — in 2024/2025/2026 window | No — drops off |
| 2025 | 40 hrs (example) | Yes | Yes — in 2025/2026/2027 window |
| 2026 | 30 hrs (example) | Yes — 120 total ✓ | Yes |
| 2027 | — | Not yet | Yes |
Example above: 50+40+30 = 120 hours. Passes rolling total. All three years have ≥20 hours. Passes annual minimum.
| Year | CPE Hours | Annual Min Met? | Result |
|---|---|---|---|
| 2024 | 60 hrs | Yes (60 ≥ 20) | FAILS — 2026 has only 0 hours (below 20-hour annual floor) even though rolling total = 120 |
| 2025 | 60 hrs | Yes (60 ≥ 20) | |
| 2026 | 0 hrs | No (0 < 20) |
Having 120 hours total is not enough — each individual year must also clear the 20-hour floor.
West Virginia requires 4 hours of ethics CPE within each rolling three-year period. Unlike Wyoming (which requires a Board-approved WY-specific ethics course) or many states that mandate a particular course, West Virginia accepts any qualifying ethics content from a qualified provider.
| Ethics Category | WV Accepted? |
|---|---|
| NASBA-registered sponsor ethics courses | Yes |
| AICPA ethics courses | Yes |
| Other state boards' ethics courses | Yes |
| WVSCPA ethics offerings | Yes |
| College/university courses with ethics content | Yes |
| State/federal government agency ethics | Yes |
| Generic non-CPA business ethics courses | Verify with Board |
Ethics providers must register with the WV Board. Ethics content must cover: ethical reasoning, state-specific statutes/rules, or standards of professional conduct.
New licensees follow a graduated schedule before the full 120-hour rolling requirement kicks in.
| Year | CPE Requirement | Notes |
|---|---|---|
| Year of initial licensure (partial year) | Exempt | Must submit CPE form by Jan 31 marking "exempt" status |
| First full calendar year | 40 hours minimum | Higher floor — ramp-up period for new licensees |
| Second full calendar year | 20 hours minimum | Same as ongoing annual floor |
| Third full year onward | 120 hours per rolling 3-year window (with 4 ethics) | Full requirements apply. Rolling window uses last 3 years. |
Note: "First full calendar year" means your first January 1 – December 31 period after the year of initial licensure. If you received your WV CPA license in October 2025, your first full year is January 1 – December 31, 2026 (40hr required). Your second full year is 2027 (20hr required).

WV distinguishes itself with: a mandatory 20hr/year annual floor (PA shares this but others don't), three separate compliance dates (unique), and no self-study cap. CPAs licensed in multiple states must meet the requirements of each state where they hold a license.
